Description of the flag

This flag is clearly a variant of the siberian colors, consisting of unequal stripes of white (5) black (2) and green (5), with a ratio of 3:5. About the meaning of the superimposed black stripe I can only speculate that it relates to coal, being the north of this region very industrialized and harbouring a large coal mining basin — kuzbas.
