The Paraguayan jack has a bicolor saltire, one
diagonal being blue and the other one red, with a
yellow star in the centre.

Does Paraguay have a navy? I guess I've always assumed that
naval jacks and ensigns were features of the open seas... are
they used on river craft as well?
Joshua Fruhlinger, 03 Feb 1998
Yes it has, with 19 river patrol boats (and 7 more currently
in command in Spain), 1 repair-ship, 4 transports, 1 hydrographer,
5 planes, 4 helicopters, and 3,700 men. (Source:

Yes, Paraguay has a Navy (as Bolivia
does too) and it's not so landlocked since you can easily
reach the sea in Buenos Aires from Asunción through
the rivers Paraguay and Paraná. Other landlocked
countries that have merchant navies coming to mind are
Luxembourg and
Switzerland and both have naval ensigns.
