Lombardy

The gonfalon and the coat of arms were adopted on the 12th June 1975. The coat of arms is of square shape. It is vert a curvilinear cross argent per bend sinister. The gonfalon is green with a Carroccio (a historical carriage) and the coat of arms in the middle. The proportions are 3:2. The flag, non official, is green with the cross.
Pascal Vagnat, 22 September 1998

The flag usually shown is green with a white device called "Rosa camuna", a kind of cross which should represent a prehistoric drawing made by Camuni, a people who lived in the Lombard Camuna Valley.
The white flag with red cross is the flag of Milano, the major city of Lombardia. It is also used by Lega Nord as its own flag, but in this case there is a blue warrior over the cross.
Giuseppe Bottasini, 22 November 1995

A collection of stamps issued by Lega Nord shows for Lombardia a flag with a red cross on a white field having the typical blue Visconti snake.

Lombardo-veneto Kingdom

by Jaume Olle' 13 October 1998

green with green-black triangular border, with central eagle . Is pictured in The Enciclopaedya Catalana. Perhaps is not the flag of the Kingdom, but the standart of the viceroy (the pattern is similar to the austrian rang flags...)
Jaume Olle' 5 June 1997

The kingdom never had an own flag
Mario Fabretto 8 june 1997

This is a doubteful flag: it is green with a border of triangles alternate green and black. In the center there is the crowned two headed eagle with sword and scepter. Chould be atttribued to the kingdom governor. Opinions collected from several sources:
-Can be an old rank flag for the austrian viceroi.
-Can be a yellow flag (instead green)
-Don't exist

Transpadane Republic

Frech occupied Lombardy in 1796 (Milan: 15 May 1796) and after a shord lived Lombard republic the Transpadana Republic was created with the territories of Milan and Mantua. 17 July 1797 was merged with the Cispadana republic and formed the Cisalpine republic Transpadana used the italian national colors. Flag with national colors was alrteady in use 9 Octuber 1796 and was confirmed by Napoleon 11 Octuber. A flag of the Lombard legion, orign of the flag, can be seen here.
Jaume Olle' 5 November 1998

In 1796 the French troops entered Lombardia under the guide of Napoleon. Following the occupation a state was formed: the Repubblica Transpadana. On 19 August 1796 the original Urban Milice, which wore green and white garments since 1782, was transformed in National Guard and its uniforms added red to the original colours. The same were used by the Legione Lombarda (Lombarda Legion) and the three colours, following a common practice at the time, were transposed to the military colors. The ensigns were green, white and red as in the current national flag of the Italian Republic. On 11 October 1796 Napoleon wrote to Paris <<..les coulers nationales qu'ils ont adoptees sont le vert, le blanc et le rouge>> (the national colours they adopted are green, white and red). The ensigns were delviered to the troops since 6 November 1796 and carried mottoes of different kinds. This republic was short lived, because on 17 July it merged with the Repubblica Cispadana to form the Repubblica Cisalpina.
