Here is the translation from this site:
"According to historians, the Buga flag is the same that
flew at the Alto Palacé [= High Palacé] Battle, carried by José
María Cabal. The flag on which the armies of Nariño swore on
July 20th 1813, at the start of the southern campaign, was made
up of three horizontal stripes coloured: gold yellow, standing
for the richness of our soil; green, showing the fertility of our
land; and bottom red, symbolizing the patriotism and the blood
shed by the leading sons of Guadalajara de Buga for independence.
The Buga flag is the same as that of the 1812 Cartagena state,
rapped in which Atanasio Girardot died in the Bárbula Summit."

The flag of Guadalajara de Buga. This one, according to a
picture found by Jarig is a plain horizontal tricolour
of yellow, green, red. Interestingly this one also suggests
proportions close to 1:2
