MOSCOW (AP) Russia still plans to help Cuba complete a nuclear power plant that the United States fears could be a safety risk.
The United States has long opposed construction of the Juragua plant, which is less than 200 miles from Key West, Fla. Some former Juragua engineers who defected have said it was being poorly built.
Construction began in 1981 but was halted in 1992 when funding dried up. Russia signed an agreement in 1995 to resume funding to complete the plant.
Foreign Minister Yevgeny Primakov said Monday that ``Russia will meet all the commitments it has taken upon itself,'' but gave no timetable for financing the work, the Interfax news agency said.
Primakov spoke after meeting with his Venezuelan counterpart, Miguel Angel Burelli Rivas, on closer cooperation between the two countries.
Russia would like to revive and expand a pact under which some of Venezuela's oil obligations in Europe, saving shipping costs for both countries, he said.
